Jeff is the chair of Altair and its group parent company, Aquila Services Group PLC. He has worked in housing and regeneration for most of his career. He has significant experience of working directly for housing associations, including as a chief executive, and for local authorities, as well as advising them as a consultant. Jeff qualified as a barrister.
He was a director of the successful housing consultancy HACAS Chapman Hendy before it was acquired by Tribal Group PLC, where it became a major subsidiary. At Tribal, Jeff remained as a non-executive chair of the group's housing practice, before leaving in 2006.
As a consultant, Jeff developed significant experience advising clients on a wide range of issues, such as the funding and delivery of major investment projects. He is one the sector's leading thinkers and has published numerous books and papers on issues ranging from regulation to PFI projects.
Jeff now holds a range of non-executive positions including being chair of TIAA Ltd, the internal audit and business assurance company, and a trustee of Calm Mediation, a mediation and restorative justice charity.
He was an NHS Primary Care Trust chair for five years, chair of Soho Housing Association for six years, a council nominated board member of Kensington & Chelsea Tenant Management Organisation for seven years and a board member of the Hammersmith and Fulham ALMO for three years.
