Pod has been at the forefront of supporting housing delivery by Local Authorities (LAs), through the planning process and in delivering housing directly.
An example of this is our work with Basildon Borough Council on their journey to directly deliver new homes. From the initial engagement to create demonstration projects, through to the incorporation of the Council’s wholly owned company, Sempra Homes. We were also appointed as development agents to bring priority sites forward for development. Our work has encompassed the full cycle of development, from initial feasibility through to implementation, handover and defects management.
We’ve also provided project management support for the London Borough of Barking and Dagenham. We have supported the borough to transform its growth ambitions into reality within the Council’s new regeneration company, Be First. Work of our project managers has focussed on bringing forward major regeneration schemes in Barking, including:
- Thames Road – releasing 40 hectares of Strategic Industrial Land to deliver 3,500 homes whilst maintaining employment levels in the area.
- Gascoigne Estate – a major estate renewal of 850 homes in the Ice House Quarter area of the town centre.
- A £200m Housing Infrastructure Fund bid for infrastructure projects required to enable the development of 30,000 homes
Recently working in partnership with Altair, we’ve helped Medway Council to create a business case for their wholly owned company. This included the assessment of 12 diverse land opportunities with a range of delivery mechanisms, options and sensitivities. The work included a detailed market assessment across the entire Borough looking at appropriate products, markets and buyer demographics. This was well received at cabinet level and allowed members to fundamentally understand the potential risks and rewards involved in the new company.
With new ventures, come a requirement for audit compliance and procedures. With this in mind, the London Borough of Southwark has commissioned us to create and deliver a comprehensive set of development procedures. This has ensured that development best practice complimented existing council governance arrangement and provides project officers with an easy to navigate development manual. We’ve also provided audit services to the London Borough of Tower Hamlets, preparing files and training staff to ensure a successful GLA audit.
As well as providing development services we have also assisted LAs, such as the London Borough of Havering, to deliver additional affordable housing through the planning process.
This has included:-
- Assessing affordable housing contributions
- Reviewing Financial Viability Assessments
- Ensuring the council captures the maximum possible affordable housing contributions, both commuted sums and delivery of affordable homes, on schemes delivered by third parties.
