Olu Olanrewaju is Practice Director for Altair’s International practice, leading work with housing organisations, governments and sector partners across global and emerging markets.

He brings deep expertise in housing finance, policy development, market analysis and institutional strengthening, with a focus on Africa and Asia. His work centres on scaling affordable housing, improving access to finance and strengthening housing systems in rapidly urbanising and resource-constrained contexts.

Olu has led major programmes, including the regeneration of informal settlements in Kigali, Rwanda. Working with donors, the City of Kigali and local partners, he has helped shape a scalable, community-led model that delivers mixed-tenure homes, improved infrastructure and sustainable urban design, without forced relocation. His work focuses on finance, partnership models and institutional frameworks that can be replicated elsewhere.

As Practice Director, he shapes Altair’s international offer, ensuring insights from across markets translate into practical value for clients.

Housing shortages are not just a supply issue, they are a systems challenge.

Across markets, the constraint is often the absence of a coherent housing ecosystem: aligned policy, finance, institutions, land and delivery mechanisms.

Altair International’s Global Housing and Urban Development Practice addresses this at a system level. Drawing on over 30 years of experience, we support public and private sector partners to unlock sustainable, investable and resilient housing markets.

We combine strategic advisory, financial and transaction structuring, delivery expertise and institutional reform—helping clients move from strategy to implementation.

Our team brings board-level leadership and hands-on delivery experience at scale, including managing large housing portfolios, delivering major development programmes and structuring significant investment initiatives.

We work across:

  • Housing finance and capital markets – mobilising long-term capital, designing finance models and investment structures
  • Urban development and regeneration – integrating housing, infrastructure and inclusive growth
  • PPP and delivery models – structuring commercially viable projects and partnerships
  • Institutional reform – strengthening governance, capability and financial sustainability
  • Market analysis and investment readiness – providing the evidence base for delivery and investment
  • Climate-resilient housing – embedding sustainability and ESG into viable programmes
  • Clients choose Altair International for its combination of strategic insight and delivery expertise, global perspective and local understanding.

We focus on practical outcomes, helping clients develop solutions that are implementable, investable and built to last.

Our work spans Africa, Asia, Central Asia, the Caribbean and Europe, supporting governments, DFIs, municipalities and investors to transform housing systems at scale.
