Tender for the supply of Heating and Ventilation Services and Installations

Altair introduced an innovative commercial solution, challenging the status quo of the previous contract, and minimising the risk of challenge and non-compliance in a highly sought after tender.

About the project

Dacorum Borough Council’s current Gas Maintenance contract was due to expire 31st March 2024 and they did not want to reprocure a like for like contract. They needed an innovative approach to the market to ensure compliance, customer satisfaction, supplier partnership and cost-effective contract. Altair’s Commercial and Procurement team were brought on board to support this process.

Results

The Commercial and Procurement team developed an output specification, bespoke terms and conditions, and managed the tender process end to end. This included a new suite of fit-for-purpose restricted process tender documentation, evaluation criteria for both SQ (Standard Selection Questionnaire) and ITT (Invitation To Tender), moderation of tenders, and assistance with mobilisation. Altair also assisted with the recruitment process for the Contract Manager.

Altair quickly established relationships with the Dacorum Borough Council’s Housing and Commercial Team and created a dedicated co-working relationship. The support and guidance we received from the Altair team for the development of documentation, creating the tender pack, and managing evaluation through to mobilisation has resulted in the appointment of a forward-thinking supplier. Delivering these elements of change to the new style of contract and the management of the contract was a challenge but the combination of in-house expertise and the Altair team who spent the time to understand the context of the business and the requirements going forward means we are on track to deliver the benefits of this contract and the potential outcomes.
