Our experienced Development Viability Team specialises in delivering comprehensive development appraisal, bespoke financial modelling and training, market analysis, options appraisals and Financial Viability Assessments services, catering specifically to the unique needs of housing associations, local authorities, private developers and other not-for-profit organisations.

Development Appraisal Toolkits – Podplan

Podplan is a cutting-edge development viability toolkit specifically tailored for housing providers, developers, and investors. Existing Stock Performance Model

Our Stock Performance Model provides detailed and summarised reporting and analysis of existing stock across several key financial and non-financial metrics. The model uses key stock performance information and appraisal assumptions to forecast financial performance down to scheme and property level. The model includes detailed cashflow forecasts, dashboards and RAG reporting, so scheme performance can be assessed and benchmarked to help identify trends and patterns across, for example, geographical areas, property type and characteristics and ages.

Bespoke Financial Modelling and Viability Training

Our Development Viability Team undertakes bespoke financial appraisal modelling and development viability training. It has extensive experience of building bespoke and complex development appraisal models which include a range of tenures, development phases and debt and equity arrangements.

We regularly build bespoke Microsoft Excel models for organisations looking to deliver large Joint Venture arrangements and Private Sector Rent (PRS) investments. We also create appraisal tools for more unique developments such as community lead housing and commercial developments. This work extends to the modelling of existing assets to understand overall stock performance.

In addition to the delivery of services, we also provide a range of development viability training sessions to audiences of varying levels of understanding and experience. Some of the training sessions we offer include:

  • An introduction to Development Appraisals (aimed at junior development staff)
  • Inputting development appraisals (aimed at development managers)
  • How is affordable housing negotiated within a planning application (aimed at planning committees)

Options Appraisals

A core service of our Development Viability team is the assessment of potential re-development options on their assets. Our approach includes working with organisations to identify key criteria such as strategic value, existing site challenges (e.g. ASB) and existing voids. With this information we then carry out a review of potential re-development options to RAG rate key outputs such as development potential, site constraints and potential financial returns.

Our reports provide detailed case studies of each site / development option considered that can be directly used within organisations decision processes. We have extensive experience in carrying out both single site or whole portfolios of stock whether it be garage, housing or other assets.

Planning Viability Assessments

Our planning Financial Viability Assessment (FVA) service is your key to navigating the level of affordable housing contribution that can be feasibly provided as part of a planning application. Ensuring that we keep ourselves abreast of national, regional and local planning policy updates, we provide an affordable housing approach that is deliverable and provides a market facing return.

Our experienced team carry out an assessment of the Residual Land Value (RLV) of sites submitted for planning by comparing the associated costs and income of the development inclusive of  developer’s profit. This RLV is then compared to the Benchmark Land Value (a key component of the FVA approach) to assess whether a local planning policy compliant level of affordable housing can be viably provided as part of the planning application.

We assess both residential and mixed-use developments and have worked on planning applications from 2 new homes up to 3,000 new homes over multiple phases. We will lead negotiations with either the relevant Local Planning Authority or Planning Applicant and have an extensive track record of advising on viability review mechanisms. We also have experience of providing expert evidence in relation to financial viability at planning appeals.
